  COMPETITION RULES  
  The Brno Cultural Centre and the B16 and Alternative Film Society announce the 51st Brno Sixteen or B16 International Competition of Short Non-commercial Live-action Fiction Film and Video to be held October 13-17, 2010 in Bakala Hall (the White House, 6 Žerotínovo náměstí) in Brno, Czech Republic.  
       
     COMPETITION PARTICIPATION  
   


1
.  The competition is open to short live-action fiction films and videos that have not been produced commercially or for commercial use. The competition is open to amateurs, independent filmmakers, and film school students. Animated, documentary, advertising, or promotional shorts will NOT be accepted for competition. In the case of any dispute, the decision of the selection committee will be final.

2.
  Submitted films must be no more than three years old. Films previously sent to this competition are not eligible. In the case of any dispute, the decision of the selection committee will be final.

3.
  The acceptance of a film for competition entitles one representative of the production team (e.g. director) to participate in the competition, which means that the accommodation expenses will be paid for by the organiser for October 13, 14, 15 and 16, 2010 (a maximum of 4 nights). An extended stay is possible, but the participant must cover the cost of the extension. Travel expenses are NOT covered by the festival.

4.
  Various accompanying events arranged by the festival committee are also part of the programme: seminars, exhibitions, study screenings of interesting films that may be outside the short fiction film genre, and screenings of film school collections. Discussions with attending filmmakers about their films are also scheduled. These accompanying events are free of charge for all official participants.

 

 
     SELECTION, EVALUATION AND AWARDING OF FILMS  
   


1. 
  All films and videos submitted to the competition must go through the selection process.

2.
Based on assessments of the works received and the information provided by the filmmakers in their applications, the selection committee places each submission into one of the following categories:

    a) works by amateur filmmakers (i.e. self-taught, without a formal film production education),
    b)  works by film school students (or video and media students, etc.),
    c)  works by independent professional filmmakers (i.e. freelance artists who have had a formal film education or professional film experience)
In order to simplify the selection process, filmmakers are requested to indicate the appropriate category for their work in the application.

3.  The films accepted for competition are then judged by an international jury which awards the following prizes:
  • The Grand Prize - "The Head Full of Films"
  • Gold, Silver, and Bronze Medals for each category (described in no. 2 above),
  • Special Prizes for specific cinematic components (e.g. direction, cinematography, acting, screenplay)
  • other gift and monetary prizes

Other prizes are awarded irrespective of category:

  • The Director of the Brno Cultural Centre (BCC) awards a special BCC Director's Prize of 10,000 Czech crowns.
    The criteria are a well-conceived and well-filmed story and personal attendance by the filmmaker.
  • A student jury (made up of film school students) awards "The Little Head Full of Films".
  • The B16 and Alternative Film Society awards the Petr Hvižď Prize for the best film by a young filmmaker.
4. The decisions of the selection committee and the international juries are final.

 

 
     TECHNICAL PARAMETERS FOR COMPETITION SCREENINGS  
   


1.  FILMS
a)  Format:
- 35 mm
- 16 mm (24 frames/sec)  
- Super 8 mm (17 or 24 frames/sec)

b)  Sound:
- magnetic or optical soundtrack on the film

c)  Leader:
- films must be wound onto projection reels and must be provided with leader (120mm of leader for 16mm films and 60mm of leader for S8 films)

d) Credits:
-works must include opening and closing credits (with at least the name of the film and filmmaker)

2.  VIDEOS
Videos must be recorded on VHS, Super VHS, Betacam SP PAL, DV and mini DV PAL.
- DVD video (finalized for all regions)
- Blue Ray Disc.

3.  RUNNING TIME
The film length can be from 1 to 25 minutes.

4. CREDITS
All works must include opening and closing credits (at least the name of the film and filmmaker).

5.
  LABELS
Boxes, films, and cassettes must be properly labelled (title of film, filmmaker, format, speed, running time, and year of production).  Note: Please write "no commercial value and for festival use only" on the customs declarations.

 

 
     IMPORTANT NOTES  
   


A transcript of all dialogue and commentary should accompany the film (for the jury and interpreters). Please enclose a brief description of the film or video for the catalogue and send two copies of all documents (in Czech or any of the following languages: English, German, French, or Russian).  Please include stills from the film (or the making of the film), which will be used for the catalogue and other promotional purposes (press, exhibition), and supply information about (and possibly a photograph of) the filmmaker.
An English-subtitled version is preferred for works in other languages.

 

 
     SUBMISSION DEADLINES  
   


1.  The submission deadline for films and videos (with completed application forms) is:
      - August 15, 2010 for foreign participants
      - August 22, 2010 for Czech participants
The postmark will be taken as proof of date.
Note: Please send only VHS (PAL or NTSC), CD, or DVD copies (all regions) with your application.

2.  Films submitted after the deadline will not be accepted for competition.

3.  Final accommodation reservations should be received no later than September 30, 2010.

4.  The results of the selection process will be published throughout September on our web pages (if the film is accepted) and by e-mail (and fax or post, if necessary). If your film is accepted, please respond as quickly as you can for possible additions of texts and photos and for confirmation of screening medium and hotel reservation.

 

 
     CLOSING PROVISIONS  
   


1.
  Participants send films and film media to the competition at their own expense to the organiser's address as given at the bottom of this page.

2. 
  Returns of films and film media will be handled as follows:
- to attending participants - at the end of the competition screenings on October 18 (Saturday evening) or on October 19 (Sunday morning);
- to non-attending filmmakers - by post (and through customs in the case of foreign films), within a maximum of 21 days after the end of the competition. The longer returns primarily concern films which must go through customs (where the value of the package is high or must be determined).  
The organiser does not guarantee the postal delivery time; therefore, it is essential to allow for enough time for the transfer of your film between festivals. We are not responsible for transferring your film to another festival within a short time frame. If the filmmaker requires express delivery of the film, full expenses will be charged.

3.
  The organiser is not liable for any loss or damage to film media during shipping.

4.
  All film media will be treated with utmost care; however, the organiser is not responsible for any accidental loss or damage.

5.
  The organiser reserves the right to make copies of selected films for its archives and for promotional purposes.

6. 
The organiser reserves the right to use short passages from selected films for the documentation and promotion of the B16 festival in the media.

Sunday, October 17
10:00 a.m. – special screening of selected non-competition films


WE RESERVE THE RIGHT TO MAKE PROGRAM CHANGES
